The Center was formerly known as the Institute of Harbor and Marine Technology (IHMT), Department of Transportation of the Taiwan Provincial Government, which was established in February, 1, 1981, led by a Director, a Deputy Director and a Secretary. The Institute consisted of five executive sections, including Planning & Design, Harbor Construction Materials, Geotechnical Engineering, Coastal Engineering, and Numerical Simulation, and the administrative units such as administration office, HR, and accounting office. Its mission was to develop harbor engineering technologies, nurture and train talents in this field, and assist in resolving the problems encountered by Taiwan in harbor construction and coastal development.

On July 1, 1999, in line with Government’s lean operation, IHMT was renamed Harbor and Marine Technology Center and became affiliated to the Institute of Transportation(IOT), Ministry of Transportation and Communications, staffed by one Director, one Deputy Director and one Secretary, and the original organizational structure remained. On August. 1, 2001, the Center was officially merged as a subdivision of IOT, and became a detached agency under the amended Organization Act. The Center now consists of three executive sections along with the clerks from its original administrative units to perform the administrative works.

Since the merger into IOT, MOTC, the research has begun to develop more on land transport in response to the requirements of IOT’s duties, and, owing to the supervision from our supervising agents and the efforts of our coworkers, the research results have been recognized in every sector. In line with the government’s organizational reform, the Center was reinstituted as the Transportation Technology Research Center (TTRC) on September 15, 2023. TTRC’s research will primarily focus on disaster-preventing technology, smart shipping, and sustainable development. It will address major themes such as disaster prevention in land transport, disaster prevention in sea freight, green transportation, information system, maintenance & management and specifications & environmental survey. These researches aim to provide the Ministry and its subordinate agencies with policy formulation and decision support, with the goal of serving as a think tank for the transport division.
